The City of Castle Pines received an annexation petition from VT Crowfoot Valley Landco, LLC, acting in coordination with Ventana Capital, to annex a group of properties, known as Crowsnest, an approximately 795-acre property adjacent to and including portions of Crowfoot Valley Road 3-5 miles east of the Canyons. The property is currently located in unincorporated Douglas County.
Despite the land bordering Parker on 3 sides, Parker officials confirmed they had been approached by the land developer and rejected the idea of the Crowsnest project due to concerns about density, infrastructure strain (traffic, stormwater, amenities), wildlife impacts and the project's scale.
March 19, 2026: the applicant (VT Crowfoot Valley Landco, LLC) officially withdrew the Crowsnest annexation petition, pending potential adoption of Resolution No. 26-23 by the City Council. This withdrawal immediately cancels all scheduled public hearings, including the March 26th Planning Commission meeting on Planned Development zoning.
The City Council approved Resolution No. 26-23 at its regular meeting on March 24, 2026. This resolution directs city staff to develop a formal Annexation Policy for the City of Castle Pines—to guide any future annexation applications. The policy should establish clear criteria (e.g., density limits, open space requirements, infrastructure readiness, fiscal impact thresholds, and compatibility with community character) so future proposals must meet community standards before advancing to hearings. (More discussion about the annexation policy impact going forward on FAQ page)
A motion finding the Crowsnest Annexation “eligible for annexation” passed City Council 7-0. This approval was granted against the criteria specified in the Staff report (Reference 2026-02-24 Staff Presentation Crowsnest Eligibility.pdf) on the Council agenda for February 24, 2026 (https://www.castlepinesco.gov/city-services/city-departments/city-clerk/city-council-meetings/). This approval simply stated that the annexation petition could move forward..
City Council approved Resolution No. 26-23, which directs the council to develop a formal Annexation Policy so that future annexation proposals would meet community standards before advancing to hearings. Read the agenda here.
