--City Council hearing. Item 7.b. PUBLIC HEARING: Resolution 2026-PZ-R-01, A Resolution of the Planning Commission of the City of Castle Pines, Colorado Adopting an Updated Three-Mile Plan and Amending the City's Comprehensive Plan. Public comment is open Thursday regarding the Three Mile Plan for the City of Castle Pines and it will impact any future annexations for our city. Please be informed and review these documents under the meeting on April 23, 2026 - Agenda and Packet.

History of Meetings

--City Council hearing. City Council approved a resolution finding the Crowsnest property eligible for annexation into Castle Pines.

March 24, 2026: City Council Meeting

--City Council to consider Resolution No. 26-23, which would direct the council to develop a formal Annexation Policy -- so that future annexation proposals would meet community standards before advancing to hearings. Read the agenda here. PAAC encourages every resident to attend this meeting and demand strong, resident-driven criteria (e.g., 36–38% open space minimums, fiscal neutrality, no flagpole annexations, binding wildlife/traffic/school protections) to prevent easy re-approval of Crowsnest or similar projects.

The Planning Commission will consider the applicant's proposed Planned Development zoning in order to make a recommendation for the City Council's consideration. 

The first reading to approve the annexation of Crowsnest into the city of Castle Pines. This is an approval of the annexation agreement and the zoning plan. 

The second reading to approve the annexation, the annexation agreement and the zoning plan. 

CANCELLED April 28, 2026: DONE DEAL

If Crowsnest Annexation is approved at this meeting, IT'S A DONE DEAL.
